Islamic Finance and Sukuk Markets: Channelling Gulf Capital into Emerging Economies

Islamic finance and sukuk markets have become one of the fastest-growing segments of global finance, with Gulf investors increasingly looking beyond traditional destinations toward emerging markets. Uzbekistan is taking important steps to develop an enabling environment for Islamic finance and attract new pools of capital. Today, we will discuss opportunities, challenges, and practical pathways for channeling Gulf capital into emerging economies through Islamic financial instruments.

This panel session will discuss the growing importance of Islamic finance and Sukuk markets as strategic instruments for mobilizing Gulf capital and supporting sustainable economic development in emerging economies. As global investors increasingly seek diversified and Sharia-compliant investment opportunities, Islamic financial instruments are becoming an important mechanism for financing infrastructure, industrial development, and long-term economic growth.

The discussion will explore practical approaches to expanding Islamic finance ecosystems, strengthening capital market connectivity, and promoting investment through Sukuk instruments and public-private partnerships. Particular attention will be given to successful international practices and mechanisms for increasing investor confidence and facilitating cross-border capital flows.

The panel takes place in the context of Uzbekistan’s ongoing economic and financial reforms aimed at strengthening the investment climate, diversifying sources of capital, and expanding cooperation with Gulf countries.
